The Rules Column

“Pesky Pitch Mark”

In the final round of the US Open last week at Merion, a player’s tee ball landed on the soft 18th fairway and pitched forward a couple of inches. Raised turf from the pitch mark was immediately behind the ball, most likely preventing good contact with the ball on the player’s impending approach to the green. Was the player allowed to repair the pitch mark or press down the raised turf before playing?

This question is addressed in Rule 13 – Ball Played as it Lies. A player must not improve or allow to be improved… the area of his intended stance or swing. In this situation, the player would have incurred a two-stroke penalty if he repaired or pressed down the pitch mark.

The same would be true if the player’s approach to the green landed on the fringe and spun back a few inches, leaving a pitch mark in front of his ball in the path of a putt to the hole. A player must not improve his line of play by eliminating irregularities of surface. However, if the approach had landed on the putting green and spun back onto the fringe, the player could repair the pitch mark without penalty. A pitch mark on a putting green may be repaired at any time, without regard to the position of the player’s ball.

What if the pitch mark was not created by the player whose lie is affected? It depends on when the pitch mark was made. If the pitch mark existed prior to the player making his stroke, it cannot be touched. But let’s say the Player A’s approach to the green lands in the fairway, rolls 20 yards, and comes to rest on the fringe of the putting green. Subsequently, Player B’s ball lands near A’s ball and creates a pitch mark interfering with A’s next stroke. Player A is entitled to the lie which his stroke gave him, so he is allowed to repair B’s pitch mark which was made after A’s ball came to rest (Decision 13-2/8).

If a ball is embedded in its own pitch mark, Rule 25-2 Embedded Ball allows relief without penalty. This is true anywhere on the golf course except in a bunker, water hazard, or sandy area outside of a bunker (Local Rule Appendix I-B 4a). Relief: the ball may be lifted, cleaned, and dropped as near as possible to the spot where it lay but not nearer the hole. Remember, you cannot repair or press down the pitch mark before dropping the ball or making your next stroke.
